Big Tobacco ramped up its lobbying in 2025, with a 24% jump in registrations nationwide—1,275 lobbyists and firms now work to block public health protections. Many are former government officials, giving the tobacco industry insider access to policymakers. Pennsylvania, Florida, and New Jersey top the list of states with the most tobacco lobbyists, while JUUL and the Vapor Technology Association saw dramatic spikes in hiring of lobbyists.
