1.) Individual lobbyists or lobbying firms may register to represent more than one tobacco company, trade association or retailer. In these instances, each registration is counted.
2.) Some states require or allow lobbying firms to register, rather than individual lobbyists. Because a lobbying firm may employ many lobbyists, the tobacco industry can sometimes mask from public view how many individual lobbyists are working on their behalf in those states.
