Scope before headlines. These totals cover only the jurisdictions with captured compensation or lobbying-spending disclosures, of 51 so far. They are not a national tobacco-lobbying total, and the states should not be added together. Most are exact annual dollars; Florida, Tennessee and Texas mix point figures with executive or bracket ranges.

Total disclosed lobbying by year, across covered states

Every state with data, summed per year. This is a coverage total for the states we can read, not a national figure, and it blends exact dollars with the range states’ bands (bars show the range where one applies). The state count per year is shown under each bar. Do not read this as total U.S. tobacco lobbying.

How the covered states were read

Only sources with a stable public download or open-data API were scripted. Everything else was read from saved downloads or hand-entered from filings; the rest is queued.

Minnesota principal-expenditure CSV, Washington PDC open-data API, California CAL-ACCESS Form 625, Colorado Socrata lobbyist income, Florida DoS aggregate-totals reports, and additional bulk/open-data pulls (e.g. New Jersey ELEC, Texas TEC, Wisconsin Eye on Lobbying). Mostly exact dollars except the range states, which report bands; check each state’s reporting basis and period coverage.

Downloaded and hand-entered sources

Alaska APOC contract-lobbyist fees, hand-entered with firm and lobbyist names (monthly fees annualized). Hawaii State Ethics per-lobbyist compensation CSVs. Connecticut Office of State Ethics client spending summaries — Connecticut reports biennially, so its two-year totals are split evenly across each term and a single Connecticut year is an allocation, not an observed annual figure.

Florida: point and range

DoS aggregate-totals reports, both branches, 2021 to 2026. Legislative figures are points (≥$50k exact, <$50k banded to the state convention); executive figures are reported ranges (min/max, with the midpoint as a helper only).

Recorded payments by recipient

Selected recipient records, ordered by recorded amount. Filter by state and recipient type before comparing; each row lists its own year coverage. Only states that name the payee next to the dollars can appear here. Amounts may include midpoint estimates of reported ranges. Firms and individuals are different units, so treat this as who-got-paid, not a precise league table.
