Statement from Laurent Huber, Executive Director of Action on Smoking and Health, on the passing of former Uruguayan President Tabaré Vázquez
It is with a heavy heart that we note the passing of former Uruguayan President Tabaré Vázquez. Dr. Vázquez, an oncologist by training, was a champion of public health, and his actions had global implications.
In 2006, under his presidency Uruguay became the first country in the Americas to implement comprehensive smoke-free indoor air laws, after which his government launched its “Million Thanks” campaign directed at Uruguayans who smoked to thank them for protecting non-smokers. Uruguay was also a major player in the negotiations for the World Health Organization Framework Convention on Tobacco Control (FCTC), which led to Uruguay being the host of the fourth meeting of the FCTC Conference of the Parties (COP).
Later, Uruguay implemented the strongest tobacco labelling restrictions in the world, and President Vázquez held their ground when Philip Morris International launched a trade lawsuit in response, in spite of the fact that Uruguay’s GDP is a small fraction of PMI’s revenues. President Vázquez was a powerful advocate for tobacco control at the UN High Level Meetings on Non-Communicable Diseases and during the negotiations for the UN Sustainable Development Goals (SDGs).
Beyond his specific achievements, President Vázquez always put health ahead of politics, and worked in concert with his health ministry and civil society. He will be deeply missed, but his legacy of health will live on and be continued by advocates worldwide.

Con gran pesar nos enteramos del fallecimiento del ex presidente uruguayo Tabaré Vázquez. El Dr. Vázquez, oncólogo de formación, fue un defensor de la salud pública y sus acciones tuvieron implicaciones globales.
En 2006, bajo su presidencia, Uruguay se convirtió en el primer país de las Américas en implementar leyes integrales de aire libre de humo, luego de lo cual su gobierno lanzó su campaña “Millón de gracias” dirigida a los uruguayos que fumaban para agradecerles por proteger a los no fumadores. Uruguay también fue un actor importante en las negociaciones para el Convenio Marco de la Organización Mundial de la Salud para el Control del Tabaco (CMCT), lo que llevó a Uruguay a ser el anfitrión de la cuarta reunión de la Conferencia de las Partes (COP) del CMCT.
Posteriormente, Uruguay implementó las restricciones de etiquetado de tabaco más fuertes del mundo, y el presidente Vázquez se mantuvo firme cuando Philip Morris International lanzó una demanda comercial en respuesta, a pesar de que el PBI de Uruguay es una pequeña fracción de los ingresos de PMI. El presidente Vázquez fue un poderoso defensor del control del tabaco en las Reuniones de Alto Nivel de la ONU sobre Enfermedades No Transmisibles y durante las negociaciones para los Objetivos de Desarrollo Sostenible (ODS) de la ONU.
Más allá de sus logros específicos, el presidente Vázquez siempre antepuso la salud a la política y trabajó en conjunto con su ministerio de salud y la sociedad civil. Lo extrañaremos profundamente, pero su legado de salud vivirá y será continuado por defensores de todo el mundo.
