This paper was researched and written for Health Canada, the national health ministry, in order to identify implemented and potential policies that go beyond the minimum obligations of the WHO tobacco treaty, the Framework Convention on Tobacco Control.
FCTC Article 2.1 urges parties to go beyond the enumerated obligations in the treaty, and the Canadian government has requested that a discussion of Article 2.1 be included on the agenda of the next Conference of the Parties (COP), to be held in Panama in late 2023.
